Policy deliberation among member state governments, the complicity of supranational actors with the new mechanisms for intergovernmental policy The main research finding is that, contrary to the conventional wisdom, neofunctionalism and liberal intergovernmentalism do offer important insights for developing a compelling theory of ASEAN integration. This article examines how the relationship between agency and structure is dealt with in Liberal Intergovernmentalism, a prevailing theory of European integration. It demonstrates that, contrary to the widespread view that it is agency-centred, Liberal Intergovernmentalism is in fact a highly structuralist theory in the issue areas it claims to explain best. A theory of regional integration should tell us about the political choices that determine its course.
